FOUNDING
OF THE FEDERATION |
.
HUPED (Engl. CFNES – Croatian Federation for Natural, Energy and Spiritual Medicine) was registered on February 28, 2000, at the Ministry of Justice of the Republic of Croatia (Reg.nr. 00001647). Since then, it has been working as the key organization of therapists and healers in Croatia with the current membership of over 5000 members (therapists, healers and clients) to whom the organization provides all the necessary legal and institutional support with the final aim to establish legislation of unconventional medicine in the Republic of Croatia following the example of other EU countries.
We have participated in numerous TV and radio shows, news reports, etc, and all the related information can be found on www.huped.hr. We are also publishing a web magazine ‘Terapeut u kući’ (www.terapeut-u-kuci.huped.hr) and an e-journal ‘HUPED info’ which is now being send to more than 5600 e-mail addresses from our mailing list.
Our organization is also an active member of the Croatian Society for Consumer Protection – POTROŠAČ.

We have organized numerous round tables, lectures and seminars for the general public as well as professional seminars for therapists, and in the last seven years we have organized seven international congresses:

1st Congress on Cooperation between Clinical and Unconventional Medicine was held from June 30 – July 1, 2000, under the auspices of the Ministry of Health of the Republic of Croatia and with the participation of the few Ministry representatives,

2nd Congress was held at the Institute of Public Health in Zagreb in 2001,
-------------------------------------------------------------------------
3rd Congress was held at the Medical School of the University of Zagreb in 2002,
- Prof Esad Prohić, adviser to the President Stjepan Mesić for science and education emphasized in his opening remarks: ‘(…) We hope that health policy makers in the Republic of Croatia will recognize the importance of this project and, in cooperation with the experts of unconventional medicine, create all the necessary prerequisites (primarily legal) for its successful implementation.’
- After him, Dr Tomislav Budimir from the Ministry of Health greeted the congress and wished us success in our work.

4th Congress was held at Zagrebački Velesajam on May 24, 2003. The opening addresses were given by:
- Prof Ante Simonić, who was then the Vice President of the Government of the Republic of Croatia: ‘(…) the right of the patients to choose the health care they prefer is a link between conventional and unconventional medicine (…) I am certain that this fourth consecutive congress (…) will help solve formal and legal status of unconventional medicine, establish a better cooperation between clinical and unconventional medicine and therefore contribute to a better health for all the citizens of Croatia’.
- Ms Snježana Biga Friganović, who was then the President of the Committee for Labor, Health Care and Social Policy of the Parliament of the Republic of Croatia: ‘(…) Committee for Labor, Health Care and Social Policy of the Parliament of the Republic of Croatia will, inside its jurisdiction, support the amendments to the Health Care Act in that direction, having in mind that legal regulation of this field will bring Croatia closer to the EU standards. This will enable the citizens of Croatia, and according to some data almost 40% of Croatian citizens have used some type of unconventional therapies at least once, to have a better, safer and more reliable health care.
Hence the contribution of Croatian Federation for Natural, Energy and Spiritual Medicine, the organization of therapists from all regions of Croatia, is extremely important. Only through joint efforts and together in cooperation with, the so-called, conventional, clinical, medicine, we can achieve success, and the way in which CFNES has approached this problem highly motivates us to give our contribution to your noble efforts (…)’.
- Dr Marija Gajski Kneklin, Ministry of Health of the Republic of Croatia: ‘(…) We are welcoming the initiative of CFNES which has organized this fourth consecutive congress and this is the evidence of a very serious approach to this problem (…)

5th and 6th Congress were organized as parts of the MEDICINE AND TECHNOLOGY FAIR at Zagrebački Velesajam and the 6th Congress had a dual sponsorship: of the Ministry of Health and Welfare and of the Ministry of Justice of the Republic of Croatia.

On November 26, 2004, the Croatian Ministry of Justice issued a decree on founding a Council of the Minister of Justice for Regulation of Unconventional Medicine the members of which were Vedran Korunić, as the president of the Council, Ivica Žigolić and M.A. Drago Plečko. A working group was also formed shortly after to prepare a preliminary draft of the bill and the representatives of the Ministry of Health, Ministry of Justice and the Council were the members of that working group. A year ago the Council and the Working group have been dissolved, and the process of legal regulation has not yet been finished.

On June 7- 8, 2008, we are organizing, in cooperation with the Department of Ethnology and Cultural Anthropology, Faculty of Humanities and Social Sciences, University of Zagreb, the 7th Congress on Cooperation between Clinical and Unconventional Medicine with the topic Legislation of Unconventional Medicine – EU and Croatia. CFNES is the professional association of other associations and organizations as well as individual therapists and practitioners working in the fields of natural, energy and spiritual medicine (biomedicine included) and actively working in Croatia |
|
CFNES protects the rights and represents the interests of therapists and professional organizations, improves their activities and is taking care of their professional status and expertise. CFNES also protects the rights and represents interests of clients (customers) who ask for help in these fields of medicine - natural, energy and/or spiritual medicine. |
|
CFNES supports and enables therapists to practice legally different types of natural, energy and spiritual medicine if they follow the regulations from the "Code of Ethics and Practice of CFNES", and provides them with all the necessary information in that respect. |

CFNES encourages and supports cooperation between therapists (of unconventional medicine) and doctors of conventional medicine. |
|
CFNES works in collaboration with Croatian Ministry of Health and with other relevant state organizations and regularly organizes professional congresses, seminars, lectures and other professional events, radio and TV shows which the objective to promote discussions about cooperation between conventional, natural, energy and spiritual medicine, safety in providing services, rights and obligations of therapists and clients, legislation and other topics connected to this field. |

CFNES is dedicated to the introduction of appropriate legal provisions and the change of the existing ones, which are connected with the field of alternative medicine, and all that to the benefit of the clients and for the advancement of the therapeutic profession. |
CFNES is actively supporting public activities of all kinds of religious communities, groups, sects, churches and individuals in Croatia but only if they prove that their practices and activities are not harmful and that they are not breaking spiritual rights of individuals or groups of people - citizens of Croatia. Furthermore, CFNES informs general public on their spiritual rights. |
CFNES's Statute with Code of Ethics and Practice for therapists is a good guide for the users to choose a right therapy among a lot of different therapeutic disciplines and to know how to protect their own rights. |

COUNSEL OF CFNES |
- doctors of conventional medicine and therapists of different types of unconventional medicine who can not provide their patients with the appropriate help can ask CFNES for advice; CFNES can then refer the patient to a proper specialist who can provide the client with the appropriate therapy and whose therapeutic results have already been proven and checked |

- clients can directly contact CFNES for advice and the CFNES is going to refer them to the appropriate therapist and advice them on the best solution for their problem

CFNES brings together individuals, companies and organizations (associations, companies) which through their activities cover one or more fields of alternative medicine: homeopathy, ayurveda, yoga, chiropractic, bioenergy therapy, dowsing, spiritual healing, reiki, techniques for improving the quality of living (TM, artistic therapy, autogenous training), kinesiology, acupuncture and many other methods and techniques and physicians.
Therapists and practitioners of unconventional medicine who in their work respect the basic moral, ethical, legal and other principles (outlined in the Code of Ethics and Practice for Therapists) can become the members of the Federation:
- the relationship towards the client has to be professional, respectful and full of understanding;
- each person who asks for help from a certain therapist has the right to receive that help, regardless of that person’s financial situation.
However, if the client is capable of paying, he or she can pay for the received service;
- if I, as the member, feel that I cannot help a certain person, I will say so to the client, and refer them to someone else for whom I believe he/she could help, or I will seek advice from the Federation;
- I will never use any type of technique or a method for which I am not professionally trained (this is/will be confirmed by the certified foreign or Croatian certificates, diplomas, verifiable results, etc.)
- I will never do anything against the will of the client, he or she should consciously and willingly accept a certain method, and if there is a case of an urgent or difficult case where there is, for example, a need for a long-distance healing without the patient being aware of that, the client must be notified after a certain period of time and the therapy continues if the client accepts it consciously and willingly;
- if the client is not satisfied by our service, that is to say, if they did not get the promised results, all the money will be returned to him/her and they will be referred to someone else;
- each therapist keeps his/her own record of successful reports that in its simplest form consists of a name, surname, address and a telephone number of the person who got cured, together with the list of illnesses that were cured. If possible, medical results (before and after the therapy) should be collected. All these reports should be send by mail to the Federationon on a semi-annual basis;
- each member of the Federation has to follow legal provisions connected with the field he/she is in;
- members must not abuse the name of the Federation, i.e. they must not do anything against the principles set up by the Federation.
